Since every account has only 20 maximum submission chances, if team member-1 uses up all his chances, can team member-2 continue to submit new results? Does this violates the rule?

If the new submissions are for a totally different model (not just a different configuration of the same model), you can participate as a new team and submit the results providing enough description for the new model on the submission page.
