I'm confused about the setting of the competition, and my code performs terribly (the loss reaches 60). I'm new to this kind of competition and suffering from debugging, it will be helpful if the code of baseline can be released.

thanks for your question (and sorry for the slow response from my side). At this moment, we will not release the code for the baseline submission. The starter kit submission shows how to generate a valid submission and the baseline code will not add much to that. Please note that there's debugging guidance to be found in the tutorial (https://learningbydoingcompetition.github.io/tutorial).
