will the leaderboard (for scores on partial test set) be available for submission after phase 1 ends and while phase 2 is going on?

Thanks for the question.
The leaderboard phase will still be available to submit when the final phase starts. While we will just count the submissions for phase 1 before 13th September 2021 and put that table on our website as the result of phase 1.
