When do we submit the paper? After the competition end deadline or before? Where do we submit it? I am not able to see a 'Create new Submission' button on the cmt3 website.

I know about the CVPR template, but do we send the pdf version of blind format or should I keep the details of authors in it. Also just the pdf version of the template or any other files
