Can anyone submit a paper regardless of their position on the leaderboard?
Also, if a submitted paper has a significant contribution, will you publish it?

Thank you for your inquiry. We basically need the 4 page document to verify the result you submitted by considering the method you have used. But, of course, you can also publish your results by citing the dataset in your paper. Hope this answers your question.
