where can we make a team to join this competition

You don't need to register a team for the development phase.
It's up to you how many members register in the challenge.

You'll need to mention the team name and the team components and the usernames on codalab only for the final test phase / ranking, when you are submitting your results, factsheets and codes/executables for your solution.
