I know that the whole test results should be sent via email.
Should the whole test results be submitted to codelab? or just every 10th frame like those in development phase?

As described on the evaluation tab on 'Learn the Details' page, you need to submit every 10th data to the CodaLab.
The CodaLab test phase submission format is the same as the development phase format.
The whole result submission is for email only.
