"The submitted result must be from the same method that generated the last submission to the CodaLab. We will check the consistency. Otherwise, the submission is void." Does this mean that we must determine the final version of the model before the testing phase, and submit the results of the model on the validation set to CodaLab before the test phase, or just keep the "method" consistent, and the results can be generated by different models?

The last submission mentioned in the rule applies to the testing phase.
There is no such restriction in the development phase.
You can continue to develop your method in the testing phase as long as you keep the deadlines.
