It is written in the challenge page that all the restored frames are to be submitted during test phase.
I was wondering if we have to submit the 99th frame ( 00000099.png ) as well, since the 100th frame is not available in LR space.

As written in the evaluation tab, 99 frames per sequence should be submitted (0 ~ 98).
You can also check the submission format on the get_data page.
Namely, This challenge track is for x4 spatial super-resolution and x2 temporal super-resolution. For each sequence, 99 frames for each sequence will be used for evaluation (0 - 98), totaling 99 x 30 = 2970 frames.

There should be 270 frames in total. No other frames should be submitted". Why you said that 99*30=2970 frames will be used for evaluation?

You are right regarding the CodaLab submission.
The 'Submission' section in the evaluation tab you referred to describes the both CodaLab and the email submission.
After submitting the part of your results to CodaLab, you should submit all the restored frames via email to finalize your submission.
The detailed information can be found in the bottom half section of the evaluation tab.
