In what ways does using Extra Data affect the evaluation? Is a solution not using Extra data more valuable?

The main ranking is according to the quality of the image results.
The use of extra data is an important information to know.
Depending on the submitted solutions we might have a winner also in a "no extra data" category, or if there are methods performing comparable we will rank higher the one using "no extra data".
