I met the same mistake (Execution time limit exceeded!) for the first time. But somehow this falied submission was included as one of the 5 submissions. So my question is that does "Max submissions total (=5)" include falied ones?

As the codalab does not provide the option to filter out the failure submission from the total submission count,
currently, we by default regard failed submission counts.
Only if the team fails to obtain a valid score in all submissions, we might consider providing an additional testing opportunity.
