On CodaLab the end of the competition, is July 1, 2020. However, in challenge specific rules section the challenge is stated to end March 31st 2021. I just want to make sure what is the exact deadline for submission and scoring? Also if the deadline is July 1, would submissions after that date be scored?

The display of the competitions are correct and the html are wrong. Here are the recap (i'll fix the html asap):
Phase 1:
- you train your agent locally and you can test it on a private "validation set" and get information about how you perform. This ends end of June. You have a daily limit of submission on this phase, but it is rather large.
Phase 2:
- the last agent you submitted on phase 1, before its closing, is automatically scored ONCE on a different private test set (selected to have the same properties of the previous one). You cannot send 2 different agents on this phase. This last only 1 day.
Participants are rewarded based solely on their score to the second phase.
