where is the validation data.

You can find the download link for validation raw input data at "Participate->Get Data" page of the competition.
You can submit your validation RGB output to the validation server to obtain a feedback (PSNR, SSIM).
Note that Track 2 is perceptual, the final ranking will be based on Mean Opinion Scores (MOS) after conducting a user study.
