Is it mandatory to participate in development phase? or we can participate in the testing phase without submission in the development phase.

However, in the testing phase you will not receive feedback on the performance of your solution until after the challenge ends.
Therefore, we strongly suggest you to use the validation server at least to check if you are preparing the data using the right format and if the performance reported by our scripts/validation server matches what you obtain offline.
