I have a quick question. My submitted agent has played a 100% scenario without blackout, but the score for this scenario is -0.0.
I am wondering why.

This is not a bug, though we might have given detailed example to explain this behavior.
The score, for each scenario, is rescaled so that 100 is awarded to an agent that successfully managed the entire scenario (no game over) and reduce the loses a lot, 0 is given to an agent that does nothing, and - 100 to an agent that fails everything.
You have 0 in this scenario because your agent is equivalent to a do nothing (that in this case successfully manage to finish it) and does not succeed in minimizing the operational costs (losses).
