I found the results board only keeps the last submitted one but not the best results in the history

Dear VIP,
first, sorry for the late reply.
This is the default behaviour of Codalab, and an easy way for participants to check the status (and result) of their last submission.
You can always keep track of your results (and models) and submit the best one as a final submission, if you didn't pass the max number of submission.
