Is the agent be used in a final evaluation the last agent submitted by the participants or the agent with the best score on the leaderboard?

Is it that the test scores of all submissions will be calculated, and the submission with the best test score among them will be used as a final submission?
Or will only the submission with the best score on the leader board be used in a final evaluation?
