When trying to submit the results of task 1 it fails because the scorer can not find the results files for English.
The zip file I am submitting has all the results for the four languages.

Did you check the name of the files were the same as in the baseline example?
Does the zip file contain a folder?
The evaluation program needs the files in the root folder of the zip file
Just had a look at the submission record and I think you are trying to submit the solutions to subtask1 in the subtask2 submission pages.
Once you are in "Participate" -> "Submit / View Results" the default selected submission is for "subtask2"
Please notice there are 6 different pages, you will see them in blue, green and purple right below the "Participate" tab.
You have to select "Evaluation Subtask1" and submit there.
There is were you can select the "Practice" submissions as well.
