There are missing values for the TotaDepth column and TVD column. Are they wells that have not been drilled? Its confusing for me, because there are more missing values in the TVD column than the TotaDepth column in the training data set.

A well that has not yet been drilled (ie. no spud date) will not have a depth yet, but it will have a Projected Depth. Note that you might also be missing a depth if the well is Confidential, or if perhaps the well got junked/cancelled.
So, unfortunately, I can confirm that what you are seeing is correct.
If it's giving you a lot of trouble, one thing you could try to do is interpolate a depth based off of well location and formation/pool.
