Can we submit the code and dependencies inside a Docker container?

No need, you can just provide the requirements file to install all dependencies.
Also, please make sure you submit your results in appropriate format, see 'Submission format' section https://competitions.codalab.org/competitions/20224#learn_the_details-evaluation-criteria
