I noticed this line on the Terms and Conditions page: 'There is no cost to participate, although teams are encouraged to submit a paper to the corresponding Interspeech 2019 challenge workshop, to be held in Austria on the 14th of September 2019.'
Do we need to submit a paper to be considered for the challenge workshop? Is the format and guidelines for the paper documented somewhere?
