Would it be possible for the organizers to clarify if the limit of submissions is per user or per team? There are already users that have exceeded the 3 submission limit which makes it unfair for other participants.

The site is configured to allow up to three SUCCESSFUL submissions. As explained in the submission instructions 'A submission is only counted towards these totals if it reaches the "Finished" status'. The users that you are referring to have done more than three submission, but a few failed, so they still have less than three SUCCESSFUL submissions.
