Hello. You are right, they were mistakenly left out from the initial datasets. You can find them here https://s3.eu-central-1.amazonaws.com/telenav.ai/labels_csv.zip .
This zip file contains 2 csv files: one containing the full train labels and one containing the sample train labels.
