Is external data is allowed? for example from xView Dataset or Urban Mapper 3d TopCOder challange or CrowdAI recent dataset for buildings detection?

1. If the dataset is open and free, and
2. if you clearly refer to the dataset in the short paper,
then yes you can use :)
Also everyone can benefit from such datasets if you also post it here :)
