I made a submission earlier today and it is showing as "submitted" but not "running", are the scoring servers currently functional?

Yesterday I made one too, before the rescheduled run was started, and it is still running. It can be killed, as the rescheduled run provided the output. What is the maximum time a submission should take to be processed?
