What If someone set different parameter value manually for 5 different images but the algorithm is same.
Will that be counted as a valid submission?
While testing how will you evaluate that all the the dehazed image comes from the same algorithm?.
If we are asked to submit the code then what is the specification/format of the code. ?

There is no way to prevent the use of different settings or algorithms for creating submissions to the validation server.
The responsibility for the fairness of the submitted results stays with the participant.
However, for the final test phase, we will check the submitted results and re-run codes & executables on the test images and another (private) set of images.
Reproducibility and consistency of the results are a must in order to be ranked in the final phase of this challenge and to qualify for awards.
We do not impose strong constraints on the platform/framework your code uses.
Ideally the code/executable should
-run on standard desktops/PCs and operating systems
-have a size no bigger than a couple of GBytes
If we, the organizers, have problems in deploying the submitted codes/executables then we will contact the respective participants for assistance. Reproducibility is a must.
The resources required by each solution, its complexity (memory, time), as well as the performance achieved, are all important criteria for awarding prizes other than for best accuracy-wise solution.
