The submit button does not work. After choosing the prediction file and submitting nothing happens.
Will it only work in the testing phase?
During the training phase, there is nothing to submit since you are only expected to download the training data and some scripts to help you build models. You can follow the step-by-step instructions here:

The effectiveness of the models you built have to be determined by yourself through cross-validation. Once the testing phase begins, you then can submit your prediction file for evaluation. The numbers you mentioned are defaulted by CodaLab, and submissions are disabled at this point for training phases (verbs + all POS). The phases are set up merely to indicate training and testing periods. However, the submission and automatic scoring only works when the testing phase begins.
