Outside resources are allowed to be used. If this is the case, README files must specify and cite additional resources used to generate that submission.
Updates will be made to the portal to reflect this soon. However, I figured others might have this questions as well so just getting the update right out.
Again, specifics on how to specify outside resources used will be added to the portal. In the meantime, just list in README files for submissions made for scoring on validation data.
